Job Title: Electrical Engineering Manager (JPL)

Job Summary:

The project is approx. 3 million SF with more than 200 buildings on campus. The EMCOR Government Services (EGS) Electrical Engineering Manager (EEM) has the responsibility for operating and maintaining medium voltage electrical infrastructure (up to 16.5 KV). The EEM will coordinate, and manage 20-25 Electrical shutdowns each year and will interact with JPL customers and JPL Electrical Engineers ahead and during each event. The JPL facility operates 24 / 7 365 days a year and the EEM will provide additional electrical support and be available during the non-core business hours for critical electrical events and emergencies. The EEM will be responsible for an EMCOR Electrical Lead and 4 Electrical Technicians.

Essential Job Duties and Responsibilities:

  • Responsible for EGS / JPL 16.5 KV electrical maintenance program and distribution system.
  • Responsible for all electrical outage coordination and restoration, including responding to all plant wide electrical emergencies or abnormal conditions.
  • Will provide the 2nd level oversight of electrical medium and low Voltage systems repairs and preventive maintenance.
  • Will represent EGS as the JPL electrical engineer on record for all electrical issues and programs.
  • Supports the EGS Maintenance Manager and SFOF Manager regarding EMCOR's 24/7 site-wide and after-hours electrical distribution issues.
  • Directly supervises the EGS Electrical Team (1- Elec. Lead, and 4 Elec Techs.).
  • Responsible for on-boarding, and training curriculums for all existing and new staff.
  • Responsible for all electrical local operating procedures, including the annual review and revisions.
  • When necessary, the EEM will back-up for the Space Flight Operations Facilities (SFOF) Manager as the primary point of contact for interfacing with JPL and SFOF personnel.
  • Responsible for timely close out all EGS electrical NCRs, RCFAs, Near Misses, and CARs.
  • Ensures day-to-day preventive maintenance and repairs for the EGS / JPL electrical program are performed on-time and meet all JPL contract deliverables.
  • Ensures that the EGS electrical team maintains plant operations logs, and performs daily and weekly rounds for al critical electrical equipment and emergency generators.
  • Supports SFOF Manager to ensure SFOF BAS / PCC (Power Control Console) Operator are initiating Flash Reports for all critical electrical equipment breakdowns and facility infrastructure interruptions.
  • Provides field updates to EMCOR Management and JPL key customers when critical repairs are made and or when facility infrastructure was restored.
  • Will support JPL Facility electrical engineers with coordination and arc flash studies and has responsibility for all EGS follow-up repairs and or corrective actions.
  • Recommend operational improvements and communicate system events to EGS Program Manager regarding the condition of all critical electrical distribution systems / equipment.
  • Work with the MRO group to provide vendor quotes, and information for ordering material.

Qualifications / Requirements:

  • Electrical Engineering Degree is required.
  • Minimum of 10 years' experience with Engineering, Maintenance and Operations of low and medium voltage electrical distribution systems.
  • 3-5 years' experience managing senior electrical technicians.
  • Demonstrated working knowledge of Emergency Power Control Systems, including generators, PDUs, and UPSs.
  • Must have the ability to author, review and edit Methods of Procedures and Medium Voltage Switching Orders.
  • NFPA 70E and Medium Voltage Maintenance and Operations certification(s) from an accredited institution or technical trade school will be required.
  • Must possess knowledge of operation, maintenance practices, procedures, work methods, materials, equipment, and tools to operate and maintain the systems.
  • Must have knowledge of computer operations and application pertinent to their field (CMMS, Microsoft applications and email).
  • Strong interpersonal skills and good customer service skills are required.
  • Ability to read and write in the English Language.
  • Valid CA driver's license.
  • Must have the ability to multi-task, be organized, pay attention to detail, be dependable, and be a team player.
  • Flexibility to work alternate schedules as necessary, Saturday electrical SDs are a reoccurrence and required.
  • Perform all other duties as assigned to meet customer critical missions.
