Summary

The Senior Grants Billing Manager is a service minded professional and part of the Finance Department who is responsible for supporting and monitoring various grant and billing functions at The People Concern. This position will serve as the manager of the Senior Billing & Analyst Specialist and will assist in monitoring grant performance, ensuring that grant billing and grant reports are submitted timely and accurately. This position will assist programs to track agency allocations and grant maximization. This position has a strong knowledge of federal, state, and local grants, GAAP requirements, and fiscal and programmatic requirements.


Essential Duties and Responsibilities

  1. Oversee the monthly logistics, preparation, and submission of a portfolio of grant invoices as well as periodic reports for a variety of funders.
  2. Coordinate with Grant Specialists in meeting agency objectives in grants management and funder relationships.
  3. Provide quality assurance review and oversight of invoicing/reporting to ensure compliance with GAAP, Uniform Guidance Title 2 CFR 200, funder specific regulations/requirements, and internal controls.
  4. Ensure all grant invoicing is valid within contract guidelines and work with accounting team to make sure reimbursement requests are booked accurately in the accounting system.
  5. Partner with the Senior Director of Finance to prepare the annual budget.
  6. Assist in the month-end close process by tracking government receivables, booking estimates where applicable, reporting variances, and highlighting potential budget/maximization issues.
  7. Resolve issues surrounding grant invoices including disallowed expenses or technical issues by working collaboratively with other staff members and funders to ensure positive outcomes and prevent delays in billing.
  8. Perform periodic reconciliations of general ledger accounts and prior months to ensure that all applicable expenses are captured in monthly billing.
  9. Assist in the maintenance of the grant funding inventory and tracking worksheets.
  10. Assist in the Preparation of grant budgets and budget modifications.
  11. Partner with the Senior Director of Finance and accounting team on cost allocations.
  12. Assist in the preparation and management of contracts and grant audits.
  13. Assist in the maintenance of the cost allocation workbook and update regularly as per agency policies and procedures, share allocation changes with accounting team members.
  14. Track grant budgets monthly to ensure funder compliance and maximum utilization; recommend strategies to ensure spend down.
  15. Prepare grant variance and other ad hoc reports for agency leadership.
  16. Assist with other finance and accounting projects as required.
  17. Prepare reports that analyze the performance of receivable accounts.

Qualifications:

  1. Bachelor's degree in Accounting or 10 years of Senior Grants Billing in a fast pace environment.
  2. 5-7 years of progressively responsible, management-level supervisory experience in financial administration required.
  3. 5-7 years in nonprofit financial and government grant management required; equivalent experience with financial management in an industry with similar accounting principles may be considered.
  4. Experience with multiple non-profit accounting software, and preference for Quickbooks Enterprise.
  5. Ability to perform mathematical and data processing tasks rapidly and accurately.
  6. Ability to understand cost allocations and government grant requirements.
  7. Knowledge of GAAP and financial systems best practices.
  8. Computer skills with proficiency in Microsoft Office Software (Outlook, Work and Excel).
  9. A self-starter, with ability to coordinate multiple projects/tasks at once.
  10. Excellent verbal and written communication skills, and interpersonal skills.
  11. Possess problem solving and conflict resolution skills and exercises professional judgement.
  12. Flexible, adaptable, and capable of working in a fast paced, professional environment.
  13. Maintain and execute confidential information using HIPAA standards.
  14. Covid-19 vaccinated and boosted or with a medical/religious exemption.

WORK ENVIRONMENT

  1. Office environment
  2. Regularly required to sit, stand, bend; occasionally lift or carry up to 25 lbs.
  3. On occasion walk or drive to different agency sites.
  4. May necessitate working in busy and loud environments.
  5. May be exposed to elements like cold, heat, dust, noise and odor.
  6. May need to bend, stoop, twist, and sit throughout the day.
