Job Summary:

Under the supervision of the Executive Director of Proposals, the Cost Proposal Analyst oversees all aspects of the pricing volume development. The Cost Proposal Analyst analyzes solicitation requirements, contract requirements, special provisions, and terms and conditions to ensure compliance with RFP and corporate policies. The successful candidate works collaboratively with senior proposal management Strategic Development teams, Operating Group Leadership, and Subject Matter Experts (SMEs) to ensure that all costs are captured and providing the customer with a competitive and compliant price proposal.

The Cost Proposal Analyst is an integral member of the Strategic Support and Proposal Management Team assisting in the development of the pricing strategy, identifying risks, and interpreting solicitation requirements.

Contract opportunities cover a broad spectrum of business areas and a diverse customer base. Procurements may be competitive or sole source in nature and may include task orders. Must be capable of pricing fixed price, IDIQ, T&M, Cost-Type contracts, funding realignments, modifications, quotes (ROMs), Equitable Adjustments, etc. The Cost Proposal Analyst maintains complete proposal documentation and files.

Specific Responsibilities and Skills:

  • Evaluates RFP requirements.
  • Develops cost volume completion schedules.
  • Assists in developing pricing strategies.
  • Coordinates labor, subcontract, and reviews.
  • Analyzes and compiles cost data.
  • Prepares cost volumes, including cost narratives.
  • Integrates subcontractor pricing into company pricing.
  • Sets up and conducts interim and final pricing reviews with upper management and coordinate with senior staff to determine pricing structure and strategy.
  • Follows processes resulting in compliant/quality pricing proposal.
  • Prepare cost volume documents in a timely manner.
  • Provides direction to subcontractors involved in proposal preparation.
  • Works closely with Proposals, Business Development, Contracts/Purchasing, Human Resources, and Program Operations to ensure accuracy and coordination of cost proposals and to collect data.
  • Directly interfaces with customers, project managers, and senior management
  • Provides proposal leadership from pre-proposal preparation through the post-submission phase.
  • Works with Business Development, Proposal Manager, and Operations team to integrate basis of estimates, and program strategy into a winning proposal.
  • Responsible for supporting all cost proposal resources and preparing/integrating all aspects of cost proposal preparation, production and delivery.
  • Coordinates price quotes through procurement.
  • Ensures the cost proposal is fully integrated with technical proposal.
  • Ensures compliance with cost estimating policies and procedures.
  • Support audits and participate in cost proposal clarifications or negotiations.
  • Performs other duties as assigned

Accountable for:

  • Timely and cost effective performance of duties.
  • Timely completion, accuracy, and compliance of all work
  • Adherence to contract requirements, Saalex Estimating System Policies and Procedures and selected pricing models.
  • Working closely and harmoniously with fellow workers
  • Adherence to all safety and health rules and regulations.

Job Requirements, Mandatory:

  • Thorough understanding of Government contracting processes and procedures.
  • Demonstrated knowledge of Government proposal development.
  • Five years of Government contract/project accounting experience.
  • Supervisory experience.
  • Expert level knowledge and experience with MS Excel.
  • Competency in Microsoft Office 365 to include MS Word, SharePoint, Outlook
  • Superior cost estimating and analysis skills.
  • Experience pricing to Government requirements for services contracts.
  • Experience analyzing and pricing Collective Bargaining Agreements, Wage Determination, and Exempt pay rates.
  • Knowledge of all contract types including FFP, CPFF, CPAF and T&M.
  • Familiarity with Government Cost Accounting Principles and the FAR/DFAR.
  • Strong math aptitude.
  • Ability to multi-task, prioritize, and lead others in duties.
  • Familiar with GSA pricing schedules and CAS compliance requirements
  • Capable and comfortable with presenting cost/price data to company senior management.
  • Demonstrate an in-depth understanding of pricing concepts and principles.
  • Excellent verbal and written communication skills.
  • Able to work as an individual or on a team.
  • Knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR) and related federal regulations

Experience/Education Required

  • BS/BA in finance, accounting or equivalent required
  • In lieu of a degree, minimum of 10 years additional experience can be substituted.
  • 3-5 years of experience in cost proposals required. Experience must include a minimum of 3 years in the DoD contracting industry.

Salary: $80,000 - $90,000, depending on experience
